Cost Allocation Accountant (Accountant/Auditor 4)

Selected candidates who agree to work for a minimum of twelve (12) months may be eligible to receive a $5,000 appointment incentive. This incentive does not apply to current employees of the State of WV.

Nature of Work

Under limited supervision, this position will report to the director of the Division of Cost Allocation within the Office of Internal Control and Policy Development. The position will assist with completion of the human services administrative cost distribution report, which serves to allocate administrative costs within the Departments of Health, Health Facilities and Human Services to certain programs and related sources of funds.

This position also assists in the development and maintenance of the Departments of Health, Health Facilities and Human Services central service cost allocation plan, public assistance cost allocation plan, and indirect cost rate proposal, which are required of the Departments and utilized for identifying, accumulating, and allocating allowable administrative costs to all the bureaus, offices, and related programs internal to the Departments of Health, Health Facilities and Human Services. This is a complex process involving the utilization of fund reports, the collection and analysis of data supplied by various bureaus and offices within Departments of Health, Health Facilities and Human Services, and the reconciliation of organizational data gathered from wvOasis.

The person occupying the position must develop and maintain a broad knowledge of fund accounting and an advanced working integration of professional accounting standards, administrative requirements and cost principles published by the United States Office of Management and Budget, and various grant regulations codified by federal awarding agencies.

Minimum Qualifications

Training: Bachelor’s degree from an accredited college or university with at least 24 semester hours in accounting.

AND

Experience: Four (4) years of full-time or equivalent part-time paid experience in professional accounting, statutory accounting, auditing work, forensic accounting, public accounting, investigative and/or forensic auditing, certified fraud examining, or other directly related accounting.

OR

Substitutions: (1) Master’s degree in accounting may substitute for two (2) years of the required experience. (2) Certification or registration as a Public Accountant in West Virginia may be substituted for the training and two (2) years of the required experience.

Preference will be given to applicants holding a Certified Fraud Examiner (CFE), Certified Forensic Accountant (CFA), Certified Valuation Analyst (CVA), or applicants who have completed a graduate certificate program in forensic accounting and fraud investigation.

Other Information

An additional one (1) year of experience in accounting, auditing, bookkeeping, and/or finance may substitute for the required accounting semester hours at the rate of one (1) year of experience for every thirty semester hours.
